Representing China were Mr. Luo Yaoguang, Counsellor at the Embassy of China in Vietnam; Ms. Vu Thien Ky, Deputy Director of the Center for Language Education and Cooperation (CLEC) under China’s Ministry of Education; and other Embassy staff. Representatives of HUMG, Thuyloi University and Hanoi National University of Education attended on the Vietnamese side.
An overview of the signing ceremony
In his remarks, Mr. Luo Yaoguang expressed his hope for long-term cooperation with Vietnamese universities, including HUMG, in Chinese language education. Ms. Vu Thien Ky emphasized that the existing foundation of educational cooperation between the two countries offered opportunities to develop Chinese language teaching in Vietnam and strengthen language and cultural exchanges.
During the ceremony, Assoc. Prof. Dr. Nguyen Ngoc Khanh and Ms. Vu Thien Ky signed an agreement on the dispatch of a Chinese language teacher to HUMG. Under the agreement, the teacher will teach Chinese and organize cultural exchange activities for HUMG students over a two-year period.
The appointed teacher, Li Weiping, holds a master’s degree in Teaching Chinese to Speakers of Other Languages and currently teaches at East China Normal University, China. At HUMG, Li Weiping will work in the Department of Chinese Language, Faculty of Basic Sciences.

The agreement strengthens educational cooperation between HUMG and CLEC and creates further opportunities for collaboration in education and cultural exchange. Through Chinese language classes and exchange activities, HUMG students will be able to improve their language skills, deepen their understanding of Chinese culture and gain experience in an international setting. The initiative also supports HUMG’s efforts to expand international cooperation in education and prepare students for study and work in an increasingly connected world.
HUMG’s Chinese Language degree programme has enrolled two cohorts, with approximately 200 students currently studying in the programme. Chinese is also offered as an elective to students across the University, attracting around 900 registrations each year.
Li Weiping is the third international lecturer to take up a long-term position at HUMG.
