The event took place during General Secretary and State President To Lam's official visit to France, strengthening cooperation between Vietnamese and French higher education institutions. IP Paris is one of France’s leading centers for education, scientific research and innovation.
Overview of the event
The event was attended by Prof. Dr. Vu Hai Quan, Member of the Party Central Committee and Minister of Science and Technology; Prof. Dr. Hoang Minh Son, Member of the Party Central Committee and Minister of Education and Training; and representatives of Vietnamese agencies, higher education institutions and research institutes. Representing the French side were Prof. Thierry Coulhon, President of IP Paris, leaders of its member institutions, and representatives of French education and research institutions.
At the event, as authorized by Assoc. Prof. Dr. Tran Xuan Truong, President of Hanoi University of Mining and Geology, Assoc. Prof. Dr. Le Quang Duyen, Dean of the Faculty of Petroleum and Energy, represented HUMG in exchanging the MoU with Prof. Jacques Fayolle, Director of Mines Saint-Étienne. The MoU was exchanged in the presence of Mr. Nguyen Duy Ngoc and leaders and representatives of Vietnamese agencies and French partner institutions.

The MoU resulted from the HUMG delegation’s visit to Mines Saint-Étienne and working sessions there in July 2026, led by Assoc. Prof. Dr. Tran Xuan Truong, President of HUMG. During the visit, the two institutions discussed developing a joint master’s program, establishing a laboratory for carbon capture and storage, increasing exchanges of lecturers, students, and researchers, expanding internship opportunities, and implementing joint research projects.
Under the MoU, the two institutions will promote cooperation through a Joint Laboratory for Carbon Emission Reduction, focusing on carbon capture, utilization and storage (CCUS) technologies, postgraduate education, joint research, and exchanges of students and researchers. They also plan to develop a joint master’s program in critical mineral resources that integrates engineering, economics and artificial intelligence.
Building on more than two decades of cooperation, the MoU marks a new stage in the increasingly substantive partnership between the two institutions, closely linking education with research and addressing globally significant issues such as carbon emission reduction, the energy transition and the sustainable use of mineral resources. The agreed areas of cooperation will not only broaden opportunities for international study, research, and professional experience for lecturers, students, and researchers, but also help enhance HUMG’s research capacity, academic standing, and international integration in its new stage of development.
